The Backflow Prevention and Cross-Connection Control Program works to prevent the pollution or contamination of the District's potable water supply. Groups and individuals work together to maintain the efficiency of the program:
- The Health Agency:
- Ensures that the District operates the public potable water system free of actual or potential health hazards
- Makes certain that the District provides an approved water supply at the point of delivery to the consumer's water system
- Determines that the District requires consumers to install, test, and maintain approved backflow devices
- The District:
- Prevents contamination of the public water from unapproved sources or other substances
- Refuses to install water service connections where health, system, plumbing, or pollution hazards exist without the guarantee of protection from a backflow prevention device
- Requires consumers to install, test, and maintain backflow prevention devices where needed and keep records of each test and repair
- The Consumer:
- Prevents water contamination by properly installing, testing, and maintaining backflow prevention devices
- Keeps records of all tests and repairs made on the devices
- The Certified Cross-Connection Control Technician:
- Performs accurate field tests
- Repairs backflow prevention devices
- Reports repairs to the consumer and the District
- The Plumbing Official:
- Reviews plumbing plans and building inspections so that cross-connections are not designed or built into structures
